You can find software like this by using Archie, and picking a Japanese
Archie server. Look for the most recently uploaded version. Juman, for
instance, is on the Sony Computer Science Labs FTP server, among others.

I think it's freeware or public domain, and it's written by the Nara
Institute of Something-or-Other.
