Interesting idea - I was thinking about this idea this weekend, in fact.
You don't need to really do much HTML parsing, though - just look for links.
Easy enough to do...

Anyone developing robots in VB? If not, why not? If so, I'm looking for an
HTML parsing tool to use under VB (Prefer VB 3.0). Any help will be
