Only young drivers think so. People comply with the speed limit,
because they've seen a lot of pictures of traffic accidents and
they see, that the only way of living together in a society with
risks (like cars or guns etc.) is to define rules. So it is in the
web.
Rules only work, if they are complied by the majority of users.
Or if they are enforced by an authority. The www society always
claimed independance -- do we have to give that away to keep the
connections up, because the user wouldn't comply with our
!!selfmade!! rules?
