WININET caching

Just wondering if anyone on the list knows if there is a bug in the
ActiveX automatic caching? It is supposed to automatically cache all
files unless specifically told not to. I can't seem to make it cache
them even if i tell it TO cache them. Am i doing something wrong? Any
help would be appreciated.
