Since when does a CGI request need a "?" in it ??

Almost all the URLs you listed fire off CGI.

HEAD = give me headers only
HEAD != please don't run any scripts because I'm testing my new toy and
I don't care what you have in robots.txt

Go read the HTTP spec and the robot guidelines. You're obviously
missing the point and your ignorance is causing problems to innocent
sites.
