If someone had their address in a phone book, would you consider
it fine to send unsolicited mail to them too?

Also, a person's email address could be on a web page of someone
else. I could go and put <A HREF="mailto:innocent.user@someplace.com">
on my web page - that doesn't mean this user has condoned publishing
it, nor that they want unsolicited email.
