Basically, spammers would send ad faxes (sometimes cleverly disguised)
to businesses on the fax line. New law made it illegal (or they made a
law which allows the business to bill the spammer at some obnoxiously
high rate or something), and the practice stopped.

There really wasn't a problem with out of country spammers, as most
weren't willing to pay the high L-D rates.

However, this is a completely different thing with free international
e-mail.
